Antique clocks need to be balanced within narrow tolerances. I would move it back to where it was, on top of whatever it was sitting on. Wind it and manually start any weighted pendulum or other gravity fed armature. It should start, and then stop after a few clicks if it is out of balance.

If moving it back to its original position does not solve the problem, then you will need to take it to a clocksmith. They are getting few and far between. You can try adding oil, but that does not seem to be the cause, so it is probably not the fix. Moving it probably jiggled something inside out of alignment, and I would leave figuring out what that is to a professional.

How did he move it? Is it possible it’s off level? Put a level on it to check. Leveling it might work.

If not, you’ll have to find a jeweler, or clock person to check it.

So go to a shop that sells antique clocks and ask what you can do. They might be able to give you hints what you might try out and tell you where specialist near you can be found and what it might cost to get it repaired.
